These constraints should not significantly restrict <br /> development, provided they are accounted for in the design of <br /> individual sites and properly protected during construction. <br /> This site has the locational attributes which make it <br /> suitable for an Economic Development (Rural) <br /> Activity Node. It is on the maim a major east-west road through the <br /> township which links the Chapel Hill-Carrboro urban area with I-85 <br /> and Burlington-Graham urban area to the west. The area is also <br /> eerie close to ttho another major north-south route (Dodsons <br /> Crossroads/Butler Road/White Cross Road) , and land within tho <br /> Rede to the north of N.C. 54 and east of White Cross Road is <br /> classified as Rural Residential. The support services and retail <br /> establishments that will likely accompany rural residential <br /> development are most appropriately located in this node at the <br /> White Cross Road intersection. <br /> 8. Amend Section 3 . 12 - Chapel Hill Township Plan by revising the last <br /> paragraph in the subsection, Distribution of Land Use Plan <br /> Categories, to read as follows: <br /> There are no activity nodes in Chapel Hill Township north of <br /> the JPA. An Two commercial-inductrial transition nodco Economic <br /> Development (Transition) Activity Nodes, T ship <br /> OF.N0.=24-7--amot-apio in Hillsborough Township (HB-5) , hewcvor, extends <br /> as far south as slightly beyond the Chapel Hill Township line. The <br /> . The node in Hillsborough Township crosses the Duke <br /> Power transmission line north of Davis Road and adjacent to 1-40 <br /> east of Old N.C. 86 in the northwestern corner of the township. <br /> [This change results from a citizen request to limit the Economic <br /> Development District from extending south of Old N.C. 10 and thus <br /> into Chapel Hill Township.] <br /> 9. Amend Section 4 . 1 - Overview of Implementation Strategies by adding <br /> an "Economic Development Activity Node" row to the "Land Use <br /> Element Categories-Zoning District Matrix" . The subsection, "Zoning <br /> Ordinance", would also be amended (as follows) to add a description <br /> of the "Economic Development Activity Node" category. <br /> ECONOMIC DEVELOPMENT ACTIVITY NODE: Identifies areas in Rural and <br /> Transition areas of the County which have been specifically <br /> targeted for economic development activity consisting of light <br /> industrial, distribution, flex space, office, and service/retail <br /> uses. Such areas are located adjacent to interstate and major <br /> arterial highways, and subject to special design criteria and <br /> performance standards. The applied zoning district is ED (Economic <br /> Development) . <br /> The subsection, "Economic Development Plan" , is also proposed for <br /> revision and would read as follows (wording to be deleted shown in <br /> st,r;ke-through; new wording shown in boldface) : <br />
