16 <br /> "Economic Development Activity Node" is proposed, along <br /> with the addition of appropriate location criteria. <br /> A second proposal involves the actual application of <br /> the category through changes to the Land Use Plan <br /> (Map) , including Township Plans. Finally, changes to <br /> the Land Use Element-Zoning District Matrix, and <br /> applicable goals and policies are proposed to insure <br /> consistency between the Land Use Element and the Zoning <br /> Ordinance. <br /> Associated with the changes to the Comprehensive Plan <br /> are proposals which seek to apply a revised "Economic <br /> Development District" zoning category to specific <br /> "target areas" in the county. Associated with the <br /> rezoning proposal is the establishment of performance <br /> standards and streamlined approval procedures <br /> applicable within those districts. <br /> Prior to the public hearing, a series of meetings were <br /> held on February 9 and 11, 1993 at locations in the <br /> vicinity of the proposed Economic Development <br /> Districts. Property owners whose land was proposed for <br /> inclusion in a District as well as those persons owning <br /> property within 500 feet of a proposed District <br /> boundary were notified of the meetings and the public <br /> hearing. A summary of citizen comments received at the <br /> meetings has been provided, including a summary sheet <br /> of Work Group recommendations regarding changes <br /> proposed by citizens. These changes as well as others <br /> recommended by the Planning Staff have been highlighted <br /> on the amendment proposals. <br /> RECOMMENDATION: Applications for amendments to the Comprehensive <br /> Plan and/or Zoning Atlas by an individual or agency <br /> are treated in the same manner; e.g. , the public <br /> hearing is the time for the presentation of the Zoning <br /> Officer's analysis and recommendation concerning the <br /> requests. Such requests are also bound by the time <br /> limits contained in Article 20.7 of the Zoning <br /> Ordinance in terms of preparation of a Planning Board <br /> recommendation. <br /> Amendments initiated by the County, including <br /> amendments to the Zoning Ordinance text, are not bound <br /> by the same procedures.
