16
"Economic Development Activity Node" is proposed, along
with the addition of appropriate location criteria.
A second proposal involves the actual application of
the category through changes to the Land Use Plan
(Map) , including Township Plans. Finally, changes to
the Land Use Element-Zoning District Matrix, and
applicable goals and policies are proposed to insure
consistency between the Land Use Element and the Zoning
Ordinance.
Associated with the changes to the Comprehensive Plan
are proposals which seek to apply a revised "Economic
Development District" zoning category to specific
"target areas" in the county. Associated with the
rezoning proposal is the establishment of performance
standards and streamlined approval procedures
applicable within those districts.
Prior to the public hearing, a series of meetings were
held on February 9 and 11, 1993 at locations in the
vicinity of the proposed Economic Development
Districts. Property owners whose land was proposed for
inclusion in a District as well as those persons owning
property within 500 feet of a proposed District
boundary were notified of the meetings and the public
hearing. A summary of citizen comments received at the
meetings has been provided, including a summary sheet
of Work Group recommendations regarding changes
proposed by citizens. These changes as well as others
recommended by the Planning Staff have been highlighted
on the amendment proposals.
RECOMMENDATION: Applications for amendments to the Comprehensive
Plan and/or Zoning Atlas by an individual or agency
are treated in the same manner; e.g. , the public
hearing is the time for the presentation of the Zoning
Officer's analysis and recommendation concerning the
requests. Such requests are also bound by the time
limits contained in Article 20.7 of the Zoning
Ordinance in terms of preparation of a Planning Board
recommendation.
Amendments initiated by the County, including
amendments to the Zoning Ordinance text, are not bound
by the same procedures. Although the Zoning Officer
normally presents a recommendation in such cases, the
only time limitations are those specified by the Board
of Commissioners during the public hearing process.
Zoning Officer Recommendation
Provided the Planning Board and Board of Commissioners
find in the affirmative, the Zoning Officer recommends
approval of the proposed Comprehensive Plan, Zoning
