40
6
Pedestrian access should be provided for all ED uses, not just office, service and
retail. (See item (a)4 of access design standards.)
Traffic generation may impact surrounding residential developments; concerned
about congestion of the area. (Mark Botts)
Promoting non-residential development will increase taxes instead of reduce them;
there will be more services needed with the addition of more commercial uses.
The TAC's should have been involved in the creation of the ED zone, instead of
simply being able to comment on the results of the Joint Planning Group's work.
(Patrick Mulkey)
This area is very rural residential, leave it that way.
Employees at non-residential developments will require housing that will
eventually cause more residential development. (Dan Eddleman)
10. Process and Intent of ED Zoning
Encouraging economic development in the area is necessary; businesses that look
at the area need pre-zoned land to be able to locate without having to spend 6
months to one year applying for re-zoning; this ED zone will help Orange County
to provide jobs and diversify the taxbase. (Walter Ray)
The performance standards must require enough to make a quality development
inevitable, but standards must ensure that the area is not too expensive to
develop; the appropriate performance standards can make this area a jewel;
requiring buffers will allow intensive development surrounded by greenery (it will
be a "green donut"). (Dolly Hunter)
Expansion of the NC 54 "nodes" would be advantageous to the creation and
encouragement of small businesses; small businesses are priced out of being able
to locate in any of the municipalities in the County; the kind of businesses that
locate in rural locations serve the region and provide jobs for middle-class
residents. (Ray Sparrow)
- Providing a set of performance standards will allow quality development that
Orange County will be proud of; this development will not be land where the
buildings are made to just meet the minimum standards. (Robert Wilson)
- The Buckhorn Road area could take advantage of the railroad to provide mass
transit and better freight movement by rail. (Sim Efland)
- Creation of ED zone with performance standards would assist business locations
by limiting the time required for Public Hearings, etc. that are a significant cost
to small business establishment. (Ray Sparrow)
This area is a valuable resource to Orange County; zone it now before it gets
