• 14 <br /> Strategic Plan commenced in the Summer of 1988, and, <br /> on March 8, 1989, the Plan was adopted, including a <br /> goal to: <br /> " . . .insure the desired quality of life. . .by encouraging <br /> economic development through investment in human <br /> resources, the expansion of existing businesses, and <br /> the creation of diversified and environmentally safe <br /> businesses. . .to provide jobs for county residents and <br /> to increase the non-residential tax base. . . " . <br /> Also included in the Plan were 12 challenges, with <br /> Challenge 01 being the identification of recruitment <br /> targets and appropriate county areas for location. To <br /> tackle this challenge, an EDC Target Advisory Group was <br /> established in March of 1990. <br /> As one of its FY 1990-91 goals, the Board of <br /> Commissioners asked that specific parcels be identified <br /> for pre-zoning for economic development purposes in a <br /> manner consistent with the Orange County Land Use Plan. <br /> The goal established August, 1990 as the public hearing <br /> date for consideration of the proposal, and directed <br /> EDC and Planning, both at the advisory board and staff <br /> levels, to coordinate their efforts in accomplishing <br /> the goal. <br /> By June of 1990, it became apparent that the parcels <br /> and methods for pre-zoning could not be identified in <br /> time for the August public hearing. Instead, a <br /> the Planning Board and the Economic Development <br /> Commission focused their attention on ways to <br /> coordinate their respective roles and, in October of <br /> 1990, jointly adopted an agreement which established <br /> procedures to address comprehensive planning and <br /> economic development matters of mutual interest. At the <br /> same time, a separate agreement was jointly adopted <br /> which included the following objectives: <br /> 1. Identify appropriate locational criteria, land use <br /> categories, and zoning designations to promote <br /> business; and <br /> 2. Develop performance standards and project size <br /> thresholds which measure the impact of land <br /> development. <br /> To accomplish these objectives, a Work Group was <br /> established, comprised of representatives from both <br /> advisory boards and their respective staffs. <br /> In December, 1990, the EDC Target Advisory Group <br /> completed a report identifying preferred locations and <br /> types of businesses for Orange County.
