13 �'. <br /> Failure to meet the criteria for site plan approval <br /> listed in Article 14.3, to address agency comments <br /> solicited during the plan review process, and/or to <br /> adhere to the design criteria applicable within Economic <br /> Development Districts will result in denial of a <br /> development application. In such cases, the development <br /> plans will be returned to the applicant with a written <br /> explanation of the reasons for denial and the changes <br /> required for the application to be approved. <br /> An applicant shall have the option of revising the <br /> development plans to comply with the site plan and design <br /> criteria. As an alternative, the applicant may also <br /> submit the plans for the review and approval of the <br /> Planning Board and Board of County Commissioners in <br /> accordance with the provisions of Article 7 - Planned <br /> Development Districts. <br /> 6.29.3 Design Criteria <br /> The design criteria applicable within Economic <br /> Development Districts are divided into two categories, <br /> Land Use Intensity Standards and Site Design <br /> Requirements. Land Use Intensity standards establish the <br /> three-dimensional spatial relationship between the use <br /> and the site, or the ratio of man-made construction to <br /> natural features. The Site Design Requirements apply to <br /> the landscape and architectural features, i.e. , how the <br /> use "fits" the site and how it relates to the surrounding <br /> area. <br /> To assist applicants in the preparation of development <br /> plans, the Planning and Inspections Department shall <br /> prepare a design guidebook which illustrates the criteria <br /> and provides examples of their application to individual <br /> sites. <br /> A. Land Use Intensity Standards <br /> 1. Site Volume Ratio (SVR) is the volume of <br /> buildings, vehicular use areas, outdoor <br /> storage, and loading areas compared to the <br /> volume of landscape features such as trees and <br /> shrubs on a site. Specifically, the Site <br /> Volume Ratio is equal to the difference between <br /> Landscape Volume Ratio and Building Volume <br /> Ratio (SVR = LVR - BVR) . <br /> A minimum Site Volume Ratio has been <br /> established for each category of land use <br /> permitted in the ED District..
