Alternative systems would be required under the "few constraints" option of the Arendt <br /> approach and under all options in the RCSC approach except the "20% open space" option. <br /> 3. While the number of lots achievable under "severe" and "moderate" constraints is <br /> limited, owners in those situations would have the advantage of being able to use <br /> individual wells and septic tanks. Owners of property with few constraints need an <br /> additional incentive to cluster; e.g. , greater lot numbers, to offset the cost of the <br /> alternative system. <br /> 4. In the Hillsborough Open Space Area, property owners, because of the availability of <br /> public water and sewer, would start at one unit per acre, since densities less than <br /> that would make it difficult to justify the cost of public utilty extensions. <br /> 5. As shown in the next option, Arendt #1C, the number of lots achievable with 20% and 30% <br /> open space options does not result in a sufficient number of lots to serve as an <br /> incentive for clustering. <br />
