7 <br /> COMPARISON OF RURAL CHARACTER STRATEGY OPTIONS <br /> ARENDT OPTION #2A <br /> In this option, an alternate strategy is presented as proposed by a member of the Rural <br /> Character Study Committee. The option includes: (1) increasing the minimum required lot <br /> size from 40,000 to 80,000 sq.ft. ; (2) providing no density bonuses; and (3) limiting <br /> the number of lots to the number which can be achieved under a conventional plan. <br /> Although open space acreages and percentages are shown for this option, they reflect <br /> owner preferences and have no relation to density bonuses. This option is based on <br /> Randall Arendt's approach, combined with increased minimum lot size. <br /> The analysis is based on a tract size of 50 acres, but the template is set up sp that <br /> any tract size can be evaluated. Average lot size calculations include the area in the <br /> the lot as well as the street right-of-way. A range of "constraint" conditions is <br /> presented to illustrate the impact of the option. These options produce very different results due to the lack of density bonuses under <br /> the Arendt option. An equally important factor is the "starting point" or how many <br /> lots a property owner can obtain under a conventional development plan. <br /> 2. The Arendt option, including the two-acre lot size requirement, is more restrictive <br /> than the current RB-Rural Buffer zoning. For example, an owner limited to 13 lots under <br /> a conventional plan could "cluster" under the existing ordinance and attempt to achieve <br /> the maximum number of units allowable - 25. The Arendt option above would no more than <br /> 13 lots and is thus less flexible than the current RB standards. <br /> 3. The Arendt option would permit individual wells and septic tanks to be used in all <br /> options except the "moderate constraints - 70% open space" and "slight constraints - <br /> 60% and 70% open space" categories. <br />
