At the concept plan <br /> level it may not be so expensive. <br /> Burklin noted that it would affect approximately <br /> 40% of the plans reviewed by the Planning Board. <br /> He continued that the object is to have <br /> applicants consider open space and cluster <br /> development. He noted that these options are <br /> already available in the ordinances but are not <br /> being used. <br /> Eidenier asked if the Planning Staff prepares <br /> concept plans noting that Cameron had, on <br /> occasion presented a plan indicating how a <br /> project would appear as a cluster subdivision. <br /> Willis responded that Staff has worked with <br /> applicants on several occasions when there has <br /> been some sensitive portion of a site that should <br /> be protected and it is specifically appropriate <br /> based on the tract. Eidenier noted that if two <br /> concept plans are required, then, more work is <br /> being required of staff as well as the developer. <br /> Willis responded that is a possibility that more <br /> assistance/involvement with the applicant would <br /> be required. <br /> Scott stated that there would also be a increase <br /> in surveyors fees for the extra time and plats <br /> that would have to be provided. <br /> Waddell indicated it may feel good to have two <br /> plans for large subdivisions, but still expressed <br /> concern with additional work and costs. <br /> Burklin noted that the Planning Board may wish to <br /> set the limit higher than 15 lots. He indicated <br /> that it is a method that is being tried in other <br /> areas and is helpful in getting developers to try <br /> new ideas. He noted that the design guideline <br /> book and material to be available from the County <br /> will also have up-to-date information regarding <br /> the successes and failures of open space <br /> development. He emphasized again that the <br /> acceptance is voluntary, but, it does make more <br /> options available to developers and forces them <br /> to think about cluster development. <br /> Waddell noted that he had envisioned the <br /> different options to be an inducement and <br />
