6 <br /> COMPARISON OF RURAL CHARACTER STRATEGY OPTIONS <br /> PLANNING BOARD OPTION #1B <br /> Under the Rural Character Study Committee's recommended strategy, the number of "Units <br /> Per Gross Acre" increases by 60% from "Conventional Development" to entry level under <br /> "Bonus Provisions" [e.g. , 0.5 to 0.8] . Thereafter, the bonus scale increases by a <br /> decreasing percentage [e.g. , 0.8 to 0.9 = 12%, 0.9 to 1.0 = 11%; etc. ] . In this <br /> example, the sliding scale of density bonuses under the Planning Board option has been <br /> adjusted for each soil condition to reflect the same percentage distribution. <br /> The analysis is based on a tract size of 50 acres, but the template is set up so that <br /> any tract size can be evaluated. For tracts with "average" soils, the Planning Board option results in the same number <br /> of lots as the RCSC option. <br /> 2. For tracts with "poor" soils, the options would produce similar results. Owners with <br /> with the most restricted land still stand to gain from the density bonuses but not at <br /> the same levels. The example provided above also assumes that sufficient "good" soils <br /> would be available for the owner to cluster units and use an alternative system. <br /> 3. For tracts with "good" soils, the Planning Board option produces "bonuses" which are <br /> twice those recommended by the RCSC. <br /> 4. Under the "Bonus Provisions" shown above, alternative systems would have to be utilized <br /> in all except a few, including the 20% open space option [RCSC and PB "poor" and <br /> "average" soil conditions] , and the 30% and 40% open space options [PB "poor" soil <br /> conditions] . Because the density bonuses are so high for "good" soils, even the use of <br /> alternative systems may not allow an owner to reach the maximum number of units. <br />
