5 <br /> COMPARISON OF RURAL CHARACTER STRATEGY OPTIONS <br /> PLANNING BOARD OPTION #1A <br /> In this option, the Planning Board's recommendation is compared to that of the Rural <br /> Character Study Committee without any adjustment to the sliding scale of density bonuses <br /> and open space requirements. The analysis is based on a tract size of 50 acres, but the <br /> template is set up so that any tract size can be evaluated. Average lot size calculations <br /> include the area in the lot as well as the street right-of-way. For tracts with "average" soils, the Planning Board option results in the same number <br /> of lots as the RCSC option. <br /> 2. For tracts with "poor" soils, the options would also produce the same results. In <br /> essence, owners with the most restricted land stand to gain the most from the density <br /> bonuses. The example provided above assumes that sufficient "good" soils would be <br /> available for the owner to cluster units and use an alternative system. <br /> 3. For tracts with "good" soils, the options produce the same results with one exception. <br /> If the sliding scale of "Units Per Gross Acre" is left unchanged, a property owner <br /> would not be able to achieve any bonus until he/she set aside at least 50% open space. <br /> 4. Under the "Bonus Provisions" shown above, alternative systems would have to be utilized <br /> in all except one, the 20% open space option. Because one-acre lots could be provided, <br /> individual wells and septic tanks could be used. <br />
