The <br /> Guidebook will be designed by staff, design professionals, <br /> developers and community liaisons currently serving on the Rural <br /> Character Study Committee. <br /> SMALL AREA PLANS: A localized community plan for a defined small <br /> area. These plans focus on localized issues and activities, while <br /> cognizant of the overall Comprehensive Plan and its goals. Small <br /> Area Plans allow for substantial citizen participation in the <br /> design and creation of the plan. Small Area Plans are proposed for <br /> each of the County's Rural Community Centers and Rural Crossroads . <br /> TRANSFER OF DEVELOPMENT RIGHTS (TDR) : A program where development <br /> rights on one property are transferred to another property, in <br /> exchange for some type of compensation. This approach can allow a <br /> tract with unique resources or constraints to transfer its share of <br /> expected development to another property where development might be <br /> more practical because of existing services or location. <br /> WILDLIFE CORRIDORS: As a part of the Comprehensive Resource Areas <br /> Map, defined corridors along streams and other natural areas that <br /> are used by wildlife species across the bio-region. These corridors <br /> are critical to species survival, in that they provide for the <br /> natural migration and interaction between localized animal groups . <br /> 26 <br />
