45 <br /> 1-21-93 Final Version <br /> health approval, and other basic and standard approvals necessary <br /> for the protection of the health, safety and common welfare are <br /> approved. <br /> PRIVATE ROADS : Roads constructed to county standards that would not <br /> be maintained by the State Department of Transportation. These <br /> roads would be legally the responsibility of homeowners ' <br /> associations. Unpaved private roads should be permitted in <br /> traditional development options, and in open-space options where <br /> the overall density of development is less than 1.0 units per acre . <br /> In higher density Open-Space Developments (1.0-plus) , only interior <br /> streets would be permitted to be private - although these would <br /> need to be paved roads in accordance with the County's Private Road <br /> Standards . <br /> PURCHASE OF DEVELOPMENT RIGHTS (PDR) : A program where a non-profit <br /> agency or governing body purchases in fee-simple the rights to <br /> development of the land in question from the property owner. The <br /> property owner retains the title to the land, and agrees in a <br /> legally-binding document to convey his/her rights to develop in <br /> selling development rights to the agency. <br /> RURAL COMMUNITY CENTERS: Traditional and historic centers of rural <br /> life, these areas are recognized on the Comprehensive Plan as Rural <br /> Community Nodes . Their strategic location as hubs of rural activity <br /> make their continued viability important to rural character. These <br /> centers are the places in Rural Orange where small-scale retail and <br /> non-residential services are provided. <br /> RURAL CROSSROADS: Crossroads locations on the transportation <br /> network that provide neighborhood-level service needs, primarily of <br /> a convenience nature. These areas are recognized as Rural <br /> Neighborhood Nodes in the Comprehensive Plan. These crossroads play <br /> an important role in service provision and growth management. <br /> RURAL ORANGE: Areas within Orange County jurisdiction. <br /> Specifically, all of CEDAR GROVE Township; all of LITTLE RIVER <br /> Township; CHEEKS Township - north and south of Transition Areas; <br /> HILLSBOROUGH Township - north and south of urban areas; ENO <br /> Township - east of urban/Transition Areas; BINGHAM Township - west <br /> of the Rural Buffer (University Lake Watershed) ; CHAPEL HILL <br /> Township - north of the Rural Buffer. (See map, page 11. ) <br /> RURAL ORANGE DESIGN GUIDEBOOK: An illustrative manual showing how <br /> development can be accommodated and designed in rural areas using <br /> the land as an opportunity to help preserve rural character and <br /> enhance property value. A series of drawings for different tracts <br /> with differing types of land resources and development constraints <br /> will be prepared. Recommendations will accompany these <br /> illustrations.
