39 <br /> 1-21-93 Final Version <br /> • No more than 50% of the land platted as permanent open space <br /> may be used for vegetated privately-owned recreational <br /> activities such as golf courses, ballfields, etc. <br /> Open-space developments (outside of the Hillsborough Cooperative <br /> Planning Area) which do not meet minimum lot sizes for on-site <br /> disposal (i.e. , 40,000 square feet for septic tanks) must utilize <br /> a land application wastewater system (i .e . , systems which do not <br /> discharge into streams) that is designed, monitored and maintained <br /> under the Orange County Health Department Monitoring and <br /> Maintenance Assurance Program. <br /> The Hillsborough Cooperative Planning Agreement permits extension <br /> of water and sewer service in the Hillsborough Open Space Area, <br /> provided the development is carried out in accordance with adopted <br /> open space strategies. Public water and sewer service is thus used <br /> as an incentive for conserving open space . <br /> The types of uses permitted within open-space area(s) can be found <br /> in DEFINITIONS (Section IV) at the end of this document. <br /> NOTE: Open-space projects in some water supply watersheds may have <br /> density or impervious surface limitations as per State watershed <br /> rules. <br /> OTHER DEVELOPMENT OPTIONS FOR SPECIAL CASES <br /> A. DEVELOPMENT OPTION $ (4) - FOR EXISTING LOTS OF RECORD <br /> •OP'TO .FIVE :('5) .LOTS OF.;40,000 SQUARE FEET PERMITTED FOR EACH LOT OF :RECORD <br /> 3;IMITED';>ROAD:;FRONTAGE <br /> When watershed protection standards were upgraded for University <br /> Lake in 1990 , property owners of existing lots of record were <br /> permitted to subdivide their land to create up to five lots which <br /> not did meet the minimum required lot size standard. A similar <br /> provision is provided to assist existing property owners by <br /> allowing up to five lots of 40 , 000-80 , 000 square feet to be created <br /> from existing lots of record as of (Date of adoption of <br /> strategies) . Where lots of less than 80 , 000 square feet are created <br /> under this provision, the lots must conform to the provisions of <br /> the Rural Orange Design Guidebook and must have access provided by <br /> way of an internal subdivision road. Future development of the <br /> remainder of the tract must be in accordance with the options <br /> outlined above. <br /> 19 <br />
