3 <br /> information about the "ripple effect" of <br /> changes shown in the attached staff memo. <br /> A process for the implementation of the <br /> strategies has been agreed to by the <br /> Rural Character Study Committee and the <br /> Planning Board. This process is designed <br /> to allow for equitable and participative <br /> review of the recommended design <br /> guidebook and accompanying ordinance <br /> language by all interested parties. A <br /> timeline for the implementation phase is <br /> attached. <br /> As a part of this process, it is <br /> recommended that the different <br /> participants be charged by the Board of <br /> Commissioners with specific duties or <br /> actions . A proposed charge is also <br /> provided in this agenda item. <br /> RECOMMENDATION: The Administration recommends that both <br /> the Rural Character strategies and the <br /> alternative options outlined in the staff <br /> memo be referred back to the Planning <br /> Board for further consideration. <br /> The Administration further recommends <br /> that the Board consider Option #2B in <br /> particular because of the following <br /> attributes: <br /> 1. Addresses concerns about down- <br /> zoning of the county by retention <br /> of the current 40, 000 sq. ft. <br /> minimum lot size standards; <br /> 2 . Utilizes Randall Arendt's density- <br /> neutral approach, a method advocated <br /> by many citizens; <br /> • <br /> 3 . Addresses the issue of open space <br /> quality by permitting advisory <br /> boards and/or interest groups to <br /> develop specific criteria, and <br /> density bonuses are based on <br /> quality rather than quantity <br /> standards; <br /> 4 . Permits property owners to utilize <br /> conventional development plans, offers <br /> real incentives for open space set- <br /> asides� and encourages greater amounts <br /> of open space; and <br /> 5. Is compatible with pending State-mandated <br /> watershed protection standards. <br />
