Because the <br /> these efforts are unfinished, the Committee recommends two broad <br /> strategies for the Board of Commissioners ' consideration. <br /> STRATEGY 1 : A RURAL CHARACTER ELEMENT OF THE COMPREHENSIVE PLAN <br /> In its deliberations, the Committee has developed a set of action <br /> strategies which accompany the previously-defined goals of the <br /> study. These strategies range from recommending the continuation of <br /> current efforts to proposing new programs to foster the protection <br /> of rural character, including cooperative efforts with other local <br /> and regional jurisdictions . <br /> The Committee recommends that these action strategies be <br /> implemented and incorporated into County policy through the <br /> Comprehensive Plan. Although the recommended action strategies <br /> affect policy in a number of different areas, the strategies are <br /> inter-related. Rather than scatter the recommendations across the <br /> range of County policies and programs, the Committee feels that <br /> this subject warrants consideration on its own as a stand-alone <br /> element of the Comprehensive Plan. This is consistent with the <br /> Plan, which already contains several such elements. The Plan itself <br /> recommends this approach to allow elements on special subjects to <br /> be added as a package rather than as scattered recommendations . <br /> Therefore, the Committee recommends that the Board of Commissioners <br /> authorize the preparation of a Rural Character Element of the <br /> Comprehensive Plan. This element would embody recommendations in <br /> Section II of this document (Goals and Action Strategies) as well <br /> as make reference to the development options and appendices which <br /> would be contained in other sections of the County's ordinances . <br /> STRATEGY 2 : IMPLEMENT THE RECOMMENDED DEVELOPMENT OPTIONS THROUGH <br /> THE ZONING ORDINANCE AND SUBDIVISION REGULATIONS <br /> The catalyst for the Committee 's proposed program is contained <br /> within the series of development options proposed to replace the <br /> current standards. The development options represent the most <br /> effective means of encouraging the protection of rural character <br /> through flexibility and environmentally-sensitive design. <br /> As such, the Committee recommends that the development options <br /> contained within Section III of this document be prepared for <br /> inclusion into the County's development regulations. This process <br /> will involve amendment of the Zoning Ordinance and Subdivision <br /> Regulations, as well as the creation of a new appendix and <br /> amendments to other related ordinances and policies. A proposed <br /> Rural Orange Design Guidebook (explained in more detail later) <br /> would also be created as a resource document. <br /> 4 <br />
