2 <br /> 6 contained in the Committee's Conceptual <br /> Guidelines for Rural Orange. <br /> The Committee met on two occasions in <br /> December and January to address concerns <br /> raised at the public hearing. In December, <br /> the Committee agreed to consider two areas <br /> of possible revision: the issue of density <br /> in Development Options 4 and 6, and the <br /> question of active private recreation land <br /> as open space. <br /> On January 21, the Committee was presented <br /> a joint Chair/staff recommendation to <br /> address these issues. This recommendation, <br /> with changes as noted on the attached <br /> January 21 document, was agreed to by the <br /> Committee and referred to the Planning <br /> Board for consideration on January 25 . <br /> At its January 25 meeting, the Planning <br /> Board recommended approval of the <br /> strategies as presented, with three <br /> proposed changes: <br /> 1. Keeping 0.92 acres as the <br /> minimum lot size for conventional <br /> residential development (the <br /> Committee's strategies call for an <br /> average lot size of 1 .84 acres, <br /> requiring developments with lots <br /> averaging less than 1.84 acres to <br /> provide open space within the <br /> development) . <br /> 2 . Adding a sentence noting that the <br /> strategies are designed to complement <br /> the "Basic Concepts" section of the <br /> Comprehensive Plan, Land Use Element. <br /> 3. Clarifying language on the <br /> definition of open space on pages <br /> 23-24 of the Conceptual <br /> Guidelines. <br /> NOTE: The implications of the Planning <br /> Board recommendation on conventional <br /> development density (item #1 above) are <br /> summarized in the attached staff <br /> memorandum. Because the Committee's <br /> sliding scale development package is <br /> complicated and inter-related, the <br /> Planning Board may wish to review their <br /> decision, considering additional <br />
