The ceiling of 1.3 units per gross acre is exceeded slightly [1.35] , even when awarding <br /> no bonus for the first step of the open space options. <br /> 2. Alternative systems are not needed when faced with "severe constraints" except for <br /> the 70% open space option. When confronted with "moderate constraints", an owner must <br /> use alternative systems for half the options, while property with "slight constraints" <br /> must be developed using such systems for all open space options. <br /> 3. In the Hillsborough Open Space Area, property owners, because of the availability of <br /> public water and sewer, would start at one unit per acre, since densities less than <br /> that would make it difficult to justify the cost of public utilty extensions. <br /> 4. The number of additional lots obtained under the 20% and 30% open space options <br /> suggests that little incentive may exist to use them, and the open space <br /> requirement should start at 40%. As shown on the following table, deleting the <br /> the 20% and 30% open space options also permits the "1.3" ceiling to be retained. <br /> 5. The same lack of incentive for using the 40% open space option may exist with the <br /> revised version of Arendt #1C, and it may be more advisable to use. Arendt <br /> version #1B. <br />
