During this time, <br /> the Committee examined a broad spectrum of <br /> data and considered numerous techniques <br /> for the preservation of rural character. <br /> Three series of township meetings were <br /> held to solicit public input. <br /> The strategies call for the creation of <br /> three products: a design guidebook, <br /> specific ordinance language to implement <br /> the development options recommended by the <br /> Rural Character Study Committee, and <br /> a Rural Character Element of the <br /> Comprehensive Plan. <br /> The strategies were presented for formal <br /> public comment on November 23, 1992 . <br /> Twenty-nine citizens spoke at the public <br /> hearing, with 75% of the speakers <br /> expressing concern with Development Option <br />
