<br /> This amendment is proposed to the text of the Land Use Element to
<br /> enhance evaluation of plan amendments that fall in between the
<br /> categories of Ten/Twenty-Year Transition, which is of an urban
<br /> nature, and Rural Residential, which is a category relating to
<br /> traditional rural development. New, innovative development styles
<br /> introduce concepts that may not fit into previous plan categories.
