2 <br /> is to allow the applicant to make application for <br /> approval of a planned residential community. <br /> Another option under consideration is the <br /> application of a proposed new land use plan category <br /> - Open Space Development Area. A public hearing was <br /> held on the new plan category on November 23 , 1992 . <br /> If approved, the new category would be added to the <br /> Land Use Element of the Comprehensive Plan. <br /> Such an area is defined as land adjacent to an Urban <br /> or Transition area which is generally non-urban in <br /> character and which will generally remain as such. <br /> Land in this category will generally contain low- <br /> density residential uses which may be served by <br /> public water and sewer, provided such facilities are <br /> solely for the purpose of serving large-scale <br /> developments, or a combination of small <br /> developments, which set aside and preserve <br /> significant amounts of open space pursuant to <br /> adopted County open space preservation strategies. <br /> The applied zoning districts would include AR <br /> (Agricultural-Residential) , R-1 (Low-Density <br /> Residential) , and R-2 (Low-Moderate Density <br /> Residential) . <br /> The initial request for Transition Area designation <br /> was presented at public hearing on August 24, 1992 . <br /> When the BOCC considered University Station on <br /> October 5, no decision was made. Instead, the BOCC <br /> continued the hearing until November 23 and asked <br /> that the project be considered along with the rural <br /> character strategies. The BOCC also asked that <br /> specific impacts of the development be addressed at <br /> the hearing; i.e. , schools, traffic, environmental, <br /> etc. <br /> At the request of the Planning Board and concerned <br /> citizens, the Board of Commissioners decided to <br /> conduct separate hearings on the two issues. Thus, <br /> items presented for consideration at the <br /> November 23 public hearing related to the University <br /> Station project included: <br /> 1. Presentation of Rural Character <br /> Strategies; and <br /> 2 . Comprehensive Plan amendment to create <br /> "Open Space Development Area" land use <br /> plan category which basically follows <br /> intent of Open Space Area surrounding <br /> Hillsborough Transition Areas. <br /> University Station was subsequently approved for <br /> consideration at a special public hearing on <br />
