1$ <br /> 1 <br /> 1 D R A F T MINUTES <br /> 2 ORANGE COUNTY BOARD OF COMMISSIONERS <br /> 3 AND <br /> 4 ORANGE COUNTY PLANNING BOARD <br /> 5 DECEMBER 14 , 1992 <br /> 6 <br /> 7 <br /> 8 The Orange County Board of Commissioners and the Orange County Planning <br /> 9 Board met in adjourned session on December 14, 1992 at 7 : 30 p.m. in Superior <br /> 10 Courtroom in Hillsborough, North Carolina. The purpose of this adjourned <br /> 11 meeting was to continue the Joint Public Hearing held on December 1, 1992 on <br /> 12 a Comprehensive Plan Amendment to the County's Comprehensive Plan. <br /> 13 <br /> 14 COUNTY COMMISSIONERS PRESENT: Chair Moses Carey, Jr. , and Commissioners <br /> 155 Alice M. Gordon, Stephen H. Halkiotis, Verla C. Insko and Don Willhoit. <br /> 16 PLANNING BOARD MEMBERS PRESENT: Chair Amanda Carol Cantrell, and Members <br /> 17 ' H. Paul Hoecke, William J. Waddell, James Gray, Elizabeth Eidenier, Clinton <br /> 18 Burklin and Virginia Boland. <br /> 19 <br /> 20 A. OPENING REMARKS FROM THE CHAIRMAN <br /> 21 Chair Moses Carey, Jr. welcomed everyone to the meeting. He announced <br /> 22 that comments from the public will be from the list of people who signed up <br /> 23 at the December 1, 1992 Public Hearing but did not get the opportunity to <br /> 24 speak. Those who spoke at the last meeting and those who did not sign up at <br /> 25 the last meeting may speak after the list is exhausted. <br /> 26 <br /> 27 B. PUBLIC CHARGE <br /> 28 Chair Moses Carey, Jr. read the Public Charge. <br /> 29 <br /> 30 Commissioner Willhoit noted that the mediation session scheduled for last <br /> 31 Thursday was canceled. The Dispute Settlement Center is interested in <br /> 32 getting another session scheduled. He asked Callie Warner, spokesperson for <br /> 33 the University Station group, to suggest a date for the next session so that <br /> 34 notices can be sent to those persons involved in this process. <br /> 35 <br /> 36 <br /> 37 C. PUBLIC HEARING ITEM - CONTINUATION OF DECEMBER 1, 1992 HEARING <br /> 38 1. Comprehensive Plan Amendment <br /> 39 a. CP-1-92 University Station <br /> 40 Planning Director Marvin Collins gave a brief presentation. This <br /> 41 is a continuation of the December 1, 1992 Public Hearing on the proposed <br /> 42 University Station Land Use amendment. He emphasized that this is a Land <br /> 43 Use Plan amendment. This is not involved in the consideration or approval <br /> 44 of a specific project. There are two options available in amending the Land <br /> 45 Use Plan. The first is to place it in a transition category which would <br /> 46 allow the applicant to come back, if approved, and apply for a zoning <br /> 47 designation which would permit them to carry out the proposed project. The <br /> 48 current zoning of the property is R-i Residential which permits one unit to <br /> 49 the acre. In order to achieve the density necessary to implement the plans, <br /> 50 the zoning request of R-2 where two units to an acre would be appropriate <br /> 51 would need to be approved at a later time. The other option that is being <br /> 52 considered is to place the proposed University Station area in a new Land Use <br />
