ORANGE COUNTY <br />BOARD OF COUNTY COMMISSIONERS <br />AGENDA ITEM ABSTRACT <br />Meeting Date: May 15, 2007 <br />Action Age <br />Item No. ____ cJ <br />SUBJECT: Acceptance of Historic Preservation Fund (HPF) Grant for Cultural & <br />Archaeological Survey (New Hope Preserve) <br />DEPARTMENT: Environment and Resource <br />Conservation <br />PUBLIC HEARING: (Y/N) No <br />ATTACHMENT(S): <br />1) Notification of Award <br />2) Map of Subject Property <br />INFORMATION CONTACT: <br />Dave Stancil 245-2590 <br />Tina Moon 969-8959 <br />PURPOSE: To accept a Historic Preservation Fund grant of $9,000 to offset the cost of a <br />cultural and archaeological survey for Hollow Rock Access Area open space project scheduled <br />for an upcoming joint master plan. design (as well as adjoining lands that would be part of the <br />New Hope Preserve). <br />BACKGROUND: In January of this year, the Board authorized staff to apply for an Historic <br />Preservation Fund (HPF) grant (a 60-40 matching fund program) to offset the cost of conducting <br />a cultural and archaeological survey for the Hollow Rock Access Area and future New Hope <br />Preserve along Erwin Road and Pickett Road. Orange County participates in the federal <br />Certified Local Government program (through the Historic Preservation Commission) and as <br />such is eligible to apply for grants from this funding source. <br />In mid April, ERCD staff received formal notice that the application had been selected for <br />funding. (see attachment) To accept the award, the County must sign and return the contract <br />and related documents to the State Historic Preservation Office by May 30, 2007. <br />The County has conducted cultural and archaeological surveys as part of the master plan <br />design process for new parks since the design of Little River Regional Park and Natural Area in <br />2001. Should the Board accept the grant, staff will prepare and advertise a Request for <br />Proposals (RFP) to conduct the cultural and archaeological survey. This survey will be useful <br />for the eventual master planning of the area. Matching funds for the grant are available in the <br />current budget, but shares would be solicited from the other Hollow Rock project partners <br />(Durham County, Chapel Hill, Durham city). <br />The survey must be completed by August of 2008 under the grant contract. The survey could <br />occur in advance of the master planning for the Hollow Rock Access Area. <br />
