Fikes <br /> Environmental Review Record Cover Page <br /> Finding of Exemption/Finding of <br /> Categorical Exclusion TELEPHONE NUMBER- <br /> Hillsborough - 732-8181 <br /> Chapel Hill - 968-4501 <br /> Mebane - 227-2031 <br /> Durham - 688-7331 <br /> PURPOSE: To authorize execution of the Environmental Review Record <br /> Cover Page and the Finding of Exemption for the HOME <br /> Housing Rehabilitation Program. <br /> BACKGROUND: The Orange County HOME Consortium recently received an <br /> award of $803,600 in HOME Investment Partnerships Program <br /> funds to be used for acquisition, housing rehabilitation <br /> and new construction activities in Orange County. Of this <br /> amount, $453,600 is available for housing rehabilitation <br /> activities. It is estimated that a total of 30 housing <br /> units in the County, including the towns, can be <br /> rehabilitated under this program. <br /> The N.C. Department of Commerce (formerly, the Department <br /> Economic and Community Development requires that an <br /> environmental assessment be conducted for each HOME <br /> activity prior to the expenditure of funds. This assessment <br /> is done to determine whether proposed activities will have <br /> a significant adverse impact on the community. <br /> County staff has reviewed the regulations regarding the <br /> environmental review requirements for housing <br /> rehabilitation activities and have found that the proposed <br /> activities are exempt from the environmental review <br /> process. Based on this determination, the County is <br /> required to submit a Finding of Exemption form along with <br /> the Environmental Review Record Cover Page to the N.C. <br /> Department of Commerce. No advertisement of this finding is <br /> required. <br /> RECOMMENDATION(S) : <br /> The Manager recommends authorizing execution of the <br /> Environmental Review Record Cover Page and the Finding of <br /> Exemption for the HOME Housing Rehabilitation Program and <br /> authorizing the Chair to sign the documents on behalf of <br /> the Board. <br />
