Building designs have never been the focus of <br /> educational decisions in the Chapel Hill-Carrboro System. It is <br /> important that the community think about the schools as an <br /> educational process. <br /> Kay Singer feels that there are two issues: (1) the programs drive <br /> the design of the school and (2) what she saw were lots of outside <br /> walls and right angles which are expensive to build. <br /> Mary Bushnell emphasized that it will be energy efficient. <br /> Dr. Ellerbe stated that the technology now exists to be sure the <br /> building is energy efficient. Children learn better in natural <br /> light. This can be accomplished by using censors whereby the <br /> lights automatically turn off when a certain brightness is reached. <br /> John Link proposed that the BOCC request from this process <br /> statements that efficiency has been examined - energy, <br /> transportation, etc. <br /> Ted Parrish stated that not only should efficiency be examined but <br /> any other conditions that may cause concern should be examined. <br /> Moses Carey asked if this is a process this group would like to <br /> recommend to both school boards for them to follow in developing <br /> the new high school. <br /> Moses Carey indicated that another issue is whether either one of <br /> the school boards should purchase the property and own it or should <br /> the BOCC purchase and own the property until it is decided that <br /> there will be one system. <br /> Mary Bushnell asked for the advantages of doing it this way. <br /> Moses Carey stated that this can be further discussed before making <br /> a recommendation or the committee could be requested to discuss it <br /> and bring back a recommendation. <br /> Kay Singer stated that the question of ownership needs to be <br /> checked with an attorney on legality of BOCC owning the property. <br /> Ted Parrish indicated he knows of at least one instance where a <br /> local jurisdiction had some school property and it caused <br /> headaches. <br /> Short-term County ownership of new high school site - refer this <br /> to the location committee was added to the short-term list as #8. <br /> Verla feels it is smart to take a look at the County as a whole and <br /> see if the siting decision would come out differently. She asked <br /> why the new school could not be located in the Rural Buffer (RB) . <br />
