28
•
MEMORANDUM
TO: Non-Binding Task Force Members
FROM: John Link, Neil Pedersen, Andy Overstreet
DATE: September 3 , 1.992
RE: . Categories of School Funding
Last week, we met to discuss a topic from the most recent
Non-Binding Task Force meeting that required followup before
tonight' s meeting - categories of school funding . We had a
thorough and productive discussion about the use of
"continuation" , "expansion""additional continuation" , and expansion as
the categories of funding we use in preparing school budgets .
We recommend that we retain these three categories of funding
in discussing future school budgets . We reviewed the general
definition of each category established several years ago and
• agree that the definitions remain appropriate and useful .
We discussed the need to take a closer look at how items are
categorized in next year' s budget. Some "expansion" items in
the 1992-93 school budgets may have been more properly
categorized as "additional continuation" in that the
requested funding was related to the increase in student
enrollment. While we recognize there can be no upfront
commitment to fund a certain percentage increase in the
overall school budgets or to fully fund any or all categories
of requested funding , we think that appropriate
categorization can be helpful in understanding the nature of
school funding needs . We plan to prepare an updated paper on
school funding categories with new examples of each category
based on actual experience.
•
•
