After final approval the School Board needs to have the <br /> flexibility to decide how to actually allocate the money. <br /> John Link indicated that he believed budget increases should be <br /> based on percentages. The guidelines by which the budget is <br /> presented and reviewed needs to be clear so that unrealistic <br /> expectations are not generated. He indicated that he expects <br /> the Boards of Education to describe their needs and their <br /> strategies for meeting those needs. How compatible or divergent <br /> those needs are can be discussed after they are clearly defined. <br /> Moses Carey indicated that the consensus seemed to be that there <br /> is a need to create a picture so that the differences and <br /> similarities are clearly defined for everyone. They are not <br /> striving for sameness. The common goal is to overcome the gap <br /> between the two systems. <br /> Verla Insko mentioned that the issue of district taxes needs to <br /> be discussed. There is a need for a countywide tax or a separate <br /> tax for each district. <br /> Mary Bushnell indicated that a referendum would need to be held <br /> and Ralph Warren indicated that his Board would be in agreement <br /> with that. <br /> Ralph Warren commented that if Orange County had a comparable <br /> district tax it would raise taxes $.35. <br /> Moses Carey indicated that the following items need to be <br /> discussed as a part of this school board communication process: <br /> -Budget definitions (i.e. redefine continuation/additional <br /> continuation) <br /> -Budget categories and how they could be structured. <br /> -Differences between the systems in areas such as Pre- <br /> Kindergarten; Early Childhood; Teachers <br /> Salaries/Supplements; <br /> The Superintendents and the Manager will review these issues and <br /> report back to the non-binding committee in early September. <br /> UPDATE ON ELECTED BOARDS APPROVAL OF NEW HIGH SCHOOL SITING <br /> DEVELOPMENT PROCESS: <br /> Moses indicated that the Board of Commissioners have reviewed the <br /> document "PROPOSED PROCESS FOR JOINTLY PLANNING A THIRD HIGH <br /> SCHOOL. " <br /> Mary Bushnell indicated that she has received a memo from the <br /> School Board's attorney stating that it was illegal for the <br /> County to own land for the High School. <br /> 5 <br />
