After final approval the School Board needs to have the <br /> flexibility to decide how to actually allocate the money. <br /> John Link indicated that he believed budget increases should be <br /> based on percentages. The guidelines by which the budget is <br /> presented and reviewed needs to be clear so that unrealistic <br /> expectations are not generated. He indicated that he expects <br /> the Boards of Education to describe their needs and their <br /> strategies for meeting those needs. How compatible or divergent <br /> those needs are can be discussed after they are clearly defined. <br /> Moses Carey indicated that the consensus seemed to be that there <br /> is a need to create a picture so that the differences and <br /> similarities are clearly defined for everyone. They are not <br /> striving for sameness. The common goal is to overcome the gap <br /> between the two systems. <br /> Verla Insko mentioned that the issue of district taxes needs to <br /> be discussed.
