At the <br /> September 8, 1992 meeting, the Board of Commissioners discussed, but <br /> took no action on, a draft resolution from the LOG proposing a set of <br /> goals and objectives for solid waste management. Questions arose <br /> about the need for each jurisdiction to spend more time considering <br /> whether to pursue more specific goals. More recently, a committee of <br /> three members of the Chapel Hill Town Council met and developed, for <br /> discussion by the full Council, a set of solid waste goals for Chapel <br /> Hill based on the goals established by the State of North Carolina. <br /> The consensus of the members at the most recent LOG meeting (December <br /> 16, 1992 ) was that each local government should develop its own set of <br /> solid waste management goals. These would be brought to the LOG with <br /> the intent of working out a common set of goals for the LOG. The <br /> outcome would likely be a tiered approach with a set of goals agreed <br /> upon by all jurisdictions, and other sets of goals pertinent to <br /> specific jurisdictions. <br /> It is suggested that the Board review the draft LOG goals to determine <br /> the degree to which they may be appropriate for overall solid waste <br /> planning in the County. The Board may decide that certain goals are <br /> acceptable, and that others may require more specificity. For example, <br /> the issue of public involvement may be adequately addressed by LOG <br /> draft goal 4c, or more detail may be required, as in Chapel Hill draft <br /> goal 4 . <br /> RECOMMENDATION: The Manager recommends that the Board discuss the <br /> various draft goals and provide direction to staff on the development <br /> of a set of solid waste management goals for Orange County. <br />
