1 <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> Action Agenda <br /> Item No. YD I-4 <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: January 19 , 1993 <br /> SUBJECT: Budget Request by the Domiciliary Home Community Advisory Comm. <br /> DEPARTMENT: Clerk's Office PUBLIC HEARING YES: NO: <br /> ATTACHMENT(S) : INFORMATION CONTACT: <br /> Randy Brantley, CH. <br /> DHCAC Budget Reguest TELEPHONE NUMBER- <br /> Hillsborough - 732-8181 <br /> Chapel Hill - 968-4501 <br /> Mebane - 227-2031 <br /> Durham - 688-7331 <br /> PURPOSE: To consider a budget request of $1,995 to support the <br /> Domiciliary Home Advisory Committee's current and expanded <br /> services provided to the community as prescribed by law. <br /> BACKGROUND: The Domicialiary Home Advisory committee (8 members) are <br /> County Commissioner appointed volunteers who's main service <br /> is protecting the Resident Bill of Rights. The committee <br /> makes unannounced visits to 19 homes in Orange County to <br /> apprise members on the conditions under which residents live. <br /> A report of official visits (required by law) are submitted to <br /> the county and state (also federal government) . <br /> The members are required to respond to resident needs and <br /> assist when there is a problem with care. The gommittee work <br /> includes: educating the public on issues relatwAto long term <br /> care, working' with local, regional and state agencies. <br /> In addition, to it's monthly meetings the Domiciliary Advisory <br /> Committee is required by law to make a minimum of 31 official <br /> visits to the 19 home (over 300 residents) in Orange County. <br /> This does not include any un-official visits. The average <br /> travel for a meeting or visit is 40 miles. There are also <br /> different area meetings that members are asked to attend, <br /> but lack funds. <br /> Presently the Dept. on Aging has provided postage and copying <br /> for the committee who prepares their own correspondence. <br /> No funds are available for mileage reinburement nor a per <br /> diem for committee members. In 1992-93 other County's have <br /> seen the need to support its local Domiciliary Home Committees <br /> with Durham County appropriating $1,624 and Chatham County <br /> allocating $843 primarily for mileage expenses. <br /> RECOMMENDATION(S) : The Manager recommends that if the Board decides to approve <br /> the request for funding for the Advisory Committee, that it be absorbed <br /> within the existing Department on Aging budget, with the possibility <br /> that contingency funding could be sought in June if funding approval <br /> proves to have an adverse impact on the 1992-93 Aging budget. <br />
