County employee status. <br /> Prior to March 1, Personnel will have a benefits <br /> orientation session with employees to enroll them in <br /> the County benefits plans and a special session of the <br /> new employee orientation program to acquaint them in <br /> more detail with County personnel policies. <br /> As a result of reviews to date, it is proposed that <br /> the Board approve the following exceptions to the <br /> Orange County Personnel Ordinance for the Library <br /> employees who become Orange County employees as of <br /> March 1, 1993 . <br /> 1. Permit such employees to transfer any accumulated <br /> unused annual leave hours to Orange County for use <br /> as Vacation Leave. (The Personnel Ordinance permits <br /> transfer of accumulated, unused Sick Leave. ) <br /> 2 . Provide that such employees receive credit for <br /> service as a permanent Hyconeechee Regional <br /> Library employee toward the following Orange County <br /> benefits: <br /> - Vacation Leave earning <br /> - Longevity Pay <br /> - Service Awards <br /> These exceptions are requested in view of the <br /> Library' s relationship with the County as, in effect, <br /> an agent for the County and are consistent with the <br /> handling applied in other instances where such an <br /> organization has become a County department. This <br /> handling will facilitate the transition for the <br /> employees and recognize that the circumstances are <br /> different than those normally applicable to a new <br /> employee. <br /> For information, several additional activities <br /> related to the Library becoming a County department <br /> are in progress and will be brought to the Board at <br /> later meetings. These include: <br /> -A classification and pay study now in progress of <br /> the 12 permanent Library positions. It is planned <br /> to present the study results to the Board for <br /> action at its February 1, 1993 meeting. <br /> -Development of a proposed budget for the Library. <br /> Budget staff also plans to present this at the <br /> February 1, 1993 meeting. <br />
