2 <br /> There are a number of expected advantages from pursuing this plan. It <br /> is likely that the net cost to the County under this approach will be <br /> significantly lower than the costs that would be incurred in disposing <br /> of the material at the landfill. Production of mulch is an <br /> ecologically sound method of dealing with wood waste. The County will <br /> gain experience in managing the chipping and mulching of yard waste <br /> that can be diverted from the landfill. <br /> RECOMMENDATION: The Manager recommends that the Board receive the <br /> report for information, and authorize the Manager to enter into a <br /> memorandum of understanding with the Town of Hillsborough regarding <br /> cost sharing for the processing of wood debris at Fairview Community <br /> Park. At the present time, staff intent is to pay the upfront costs <br /> for processing the debris through the landfill tipping fee budget, as <br /> this is where costs would be incurred if debris were taken to the <br /> landfill. However, as unbudgeted costs for numerous truckloads of <br /> mixed tornado debris already taken to the landfill have already been <br /> incurred, it is possible that staff may have to recommend an <br /> appropriation from contingency for these expenses at a future Board <br /> meeting. <br />
