The Town has agreed <br /> to include the wood debris at Fairview Park in the contract for <br /> processing into a mulch material that will be marketed to residents of <br /> Orange County. <br /> There is approximately 2, 000 cubic yards ( 1,000 tons) of wood debris <br /> stored at Fairview Park. The cost for disposal of these materials at <br /> the landfill would be approximately $21,500. It is estimated that the <br /> cost for mulching and marketing this material will be substantially <br /> less. Exact net cost cannot be determined until bids for mulching are <br /> received later on in January and until marketing of materials in the <br /> months ahead. However, based on Piedmont RC&D' s previous experience, <br /> mulching and marketing may cost about $6 per cubic yard against sale of <br /> materials at about $5 per cubic yard. <br /> Since debris at Fairview originated in both the County' s and the Town' s <br /> jurisdictions, it is proposed that upfront costs and revenues derived <br /> from the sale of mulching materials be shared equally between Orange <br /> County and Hillsborough. The County and Town Managers could work <br /> out the details of this arrangement once bids are received for <br /> processing the wood debris. The County would need to make a payment <br /> for its share of the cost incurred by Piedmont RC&D at the outset for <br /> contracting out the processing of the wood debris. During the course <br /> of the year, the County can expect to receive a proportional share of <br /> the proceeds that the Town of Hillsborough will receive under its <br /> contract with Piedmont RC&D from the sale of mulching material derived <br /> from the tornado debris. County staff would also provide advice and <br /> assistance in the marketing of mulching materials. <br /> 4, <br />
