6 <br /> Application Procedure <br /> 1. A local government may apply for certification at any time during the <br /> year. However, certification must occur before a grant is awarded. <br /> 2. Within 45 days from the time it receives a completed application, the <br /> State Historic Preservation Officer (SHPO) , within the Division of <br /> Archives and History, shall respond to the chief elected official of the <br /> local government. <br /> 3. If the SHPO approves the application, the SHPO and the local government <br /> will enter into an agreement which specifies the duties that will be <br /> delegated to the local government and contains other appropriate <br /> provisions. <br /> 4. At the same time it responds to the completed application, the SHPO will <br /> notify the Secretary of the Interior of its intent to certify the local <br /> government. If no comment from the Secretary is received within 15 days, <br /> the certification of the local government, and the preliminary agreement, <br /> will be considered final. If the Secretary states any objections to the <br /> certification, the SHPO will work with the local, government to address the <br /> Secretary's concerns <br /> 5. If the local government's request for certification is disapproved by the <br /> SHPO, the local government may appeal the decision to the Chief of the <br /> National Register Programs Division, Southeast Regional Office, National <br /> Park Service. <br /> Send two copies of completed application materials to: <br /> Ms. Lloyd D.
