P.10"-A- <br /> 'L-49-93 <br /> NORTH CAROLINA DEPARTMENT OF CULTURAL RESOURCES V 11 5 <br /> DIVISION OF ARCHIVES AND HISTORY <br /> STATE HISTORIC PRESERVATION OFFICE <br /> CERTIFICATION APPLICATION FOR LOCAL GOVERNMENTS <br /> Instructions <br /> • <br /> This application is to be submitted to the North Carolina Division of Archives and <br /> History by local governments seeking certification pursuant to the National Historic <br /> Preservation Act Amendments of 1980 (P.L. 96-515) , and "Guidelines for North <br /> Carolina's Certified Local Government Program." A copy of the Guidelines is included <br /> with this application packet. Please read these instructions carefully, and assemble <br /> all of the required materials before submitting your application. Incomplete <br /> applications cannot be reviewed. If you have any questions concerning the <br /> application or the application process, call Lloyd Childers, CLG Coordinator, at <br /> (919) 733-4763. <br /> Each completed application must include the following elements: <br /> 1. Applicant information sheet (enclosed). <br /> 2. Assurance form signed by chief local elected official of each local <br /> government seeking certification (enclosed) . <br /> Note: If a commission or other agency is submitting an application for more <br /> than one governmental unit within its jurisdiction, the application must <br /> contain assurance forms signed by the chief elected official of each <br /> governmental unit represented. <br /> 3. A copy of the local historic district and/or historic properties ordinance. <br /> 4. A copy of the rules of procedure adopted by the historic properties or <br /> district commission. <br /> 5. A copy of the design guidelines adopted by the historic district or <br /> properties commission. <br /> 6. A list and accompanying maps of the areas designated as historic districts <br /> or individual historic properties. <br /> NOTE: If the local government has not designated any districts or <br /> properties, please indicate this on the applicant information sheet. This <br /> does not disqualify a local government for certification; on a separate <br /> sheet, the applicant should discuss other public measures that have been <br /> taken to identify, protect, and promote the preservation of historic <br /> districts and properties. <br /> 7. Completed resume forms for each member of the historic district and/or <br /> properties commission (9 commission member forms enclosed). <br /> 8. Evidence that the commission has sought appropriate expertise to serve on <br /> the commission. <br /> 9. Resumes for commission staff, only if the local government is petitioning to <br /> assume greater responsibility for such functions as preparation of National <br /> Register nominations, environmental review pursuant to Section 106 of the <br /> National Historic Preservation Act, or review of Tax Act certification <br /> applications. If the local government seeks such responsibility, staff <br /> qualifications must be consistent with the standards contained in appendix A <br /> of the Guidelines. <br /> 5/91 <br />
