23 <br /> 6. Eaual Opportunity Statement: a signed Equal <br /> Opportunity Statement or equivalent. <br /> G. EVALUATION OF APPLICATIONS <br /> Applications will receive comprehensive review by a DAH <br /> Review Committee, after which recommendations will be made <br /> to the SHPO. The state shall make available, upon request, <br /> the rationale for applicants selected and the amounts <br /> awarded. Project selection will be based on the following <br /> criteria: <br /> 1. Assessment of Need <br /> The application should contain a brief description of <br /> the problems and opportunities affecting the historic <br /> resources in the community. The statement may be <br /> supported by evidence, such as statistics or advice <br /> from community groups. The assessment of need should <br /> indicate how the project will relate to community <br /> problems. The proposed solution should be workable - <br /> something which can be accomplished within a reasonable <br /> period and with reasonable resources. <br /> 2. Design of Project <br /> The project description should include clearly stated <br /> and specific goals that are realistically attainable <br /> within the funding period. Applications should also <br /> demonstrate an understanding of state and local <br /> preservation priorities including efforts to advance <br /> the identification, evaluation and protection of the <br /> state's historic and prehistoric resources. <br /> 3 . Project Cost <br /> The application should include a feasible project cost, <br /> combining the requested CLG grant funds and available <br /> non-federal matching monies and in-kind services. <br /> Demonstrated community support and financial commitment <br /> from the local government may also be indicated. <br /> Previous HPF grant awards should be listed, including <br /> any previous CLG funds. <br /> 4. Impact <br /> The application should identify the impact of the <br /> project on the local community, including direct and <br /> spin-off results. Consideration will also be given to <br /> the contribution of project activities on issues <br /> identified 'in the preservation planning process being <br /> conducted by the DAH. <br /> 4 <br />
