The local government violates specific <br /> agreements (i.e. Memorandums of Agreement <br /> between the HPO, the local government, and <br /> the Advisory Council on Historic <br /> Preservation) . <br /> e. The local government fails to coordinate <br /> its responsibilities with the HPO. <br /> 2. Termination of Grant Assistance <br /> The SHPO may terminate financial assistance in <br /> accordance with the National Register Programs <br /> Manual when a local government is decertified. The <br /> SHPO may then proceed as circumstances warrant to <br /> ensure completion of a project funded with this <br /> assistance. <br /> 3 . Requests for Recertification <br /> Upon decertification, a local government may <br /> immediately request recertification. However, the <br /> local government will lose eligibility to apply for <br /> matching funds during the grant cycle following <br /> decertification whether or not its recertification <br /> request is approved. <br /> 4 . Voluntary Decertification <br /> A CLG may petition the SHPO to be decertified <br /> voluntarily and without prejudice. <br /> VI. PARTICIPATION OF CERTIFIED LOCAL GOVERNMENTS <br /> IN THE NATIONAL REGISTER NOMINATIONS PROCESS <br /> In accordance with the National Historic Preservation <br /> Amendments Act of 1980, the CLG shall submit comments to the <br /> HPO regarding the eligibility of each property or district <br /> within its jurisdiction which is proposed for nomination to <br /> the NRHP. These comments shall contain the evaluation of the <br /> property according to NRHP criteria by the local historic <br /> preservation commission and the chief local elected official, <br /> the latter acting on behalf of the local governing board. The <br /> comments may be as simple as affirmative statements that, in <br /> their opinion, the property is eligible. Local governing <br /> boards and local commissions are encouraged to submit any <br /> other comments they feel are relevant. Comments may be <br /> submitted on forms provided by the HPO. If the chief local <br /> elected official and the local historic preservation <br /> commission agree that the property does not met NRHP criteria, <br /> the commission shall submit a finding indicating how it does <br /> not.
