2 <br /> - Participation in nominations to the National <br /> Register of Historic Places; <br /> - National historic preservation assistance network <br /> including publications and professional <br /> assistance; <br /> - Information exchange with SHPO; and <br /> - Participation in statewide preservation programs <br /> and planning. <br /> As an example of the special grants available <br /> through the SHPO, an estimated $130, 000 is available <br /> for Survey and Planning Grants to communities or <br /> nonprofit organizations. Of the total amount, <br /> $70, 000 is reserved for grants in communities that <br /> participate in the Certified Local Government (CLG) <br /> program. The remaining communities, including Orange <br /> County, may apply for grants from the remaining <br /> $60, 000. Grant funds are awarded on a matching basis <br /> with awards generally in the $5, 000-$15, 000 range. <br /> Guidelines for North Carolina's CLG Program are <br /> provided as an attachment. From discussions with <br /> SHPO staff, it appears that Orange County can meet <br /> the requirements for certification, and an <br /> application has been prepared for the Commission's <br /> consideration. <br /> Discussions with SHPO representatives have also <br /> indicated that two counties are expected to submit <br /> applications for new funding as part of the 1993 <br /> Survey and Planning Grant application cycle. Also <br /> anticipated is an additional application to complete <br /> a county inventory currently underway. Because of <br /> the cost associated with these projects, and the <br /> limited amount of funding that will be available for <br /> non-CLG jurisdictions, SHPO has suggested that <br /> Orange County consider applying simultaneously for <br /> CLG status and CLG Survey and Planning Grant funds. <br /> (A separate agenda abstract is provided concerning a <br /> request to fund Phase III of Orange County's <br /> program. ) <br /> At a special meeting on January 13 , 1993 , the <br /> Historic Preservation Commission voted unanimously <br /> to recommend that the application for Certified <br /> Local Government status be submitted to the State <br /> Historic Preservation Office. <br /> RECOMENDATION: The Administration recommends that the Chair be <br /> authorized to sign the assurances form and that the <br /> County Manager be authorized to submit the <br /> application for Certified Local Government status to <br /> the State Historic Preservation Office. <br />
