)9'9 <br /> 12 / <br /> F. PUBLIC PARTICIPATION <br /> 1. All meetings of the commission shall adhere to the <br /> North Carolina Open Meetings Law, and public comment <br /> on commission actions shall be encouraged. <br /> Commission meetings must occur at regular intervals <br /> at least four times a year. Public notice must be <br /> provided prior to any special meeting. <br /> 2 . Commissions must adopt and adhere to rules of <br /> procedure as required by North Carolina's enabling <br /> legislation for historic preservation commissions. <br /> 3 . Careful minutes of all actions of the CLG commission <br /> including the reasons for making these decisions <br /> must be kept on file and available for public <br /> inspection. <br /> 4 . All decisions by the CLG commission shall be made in <br /> a public forum and applicants shall be given written <br /> notification of decisions made by the commission. <br /> Written notification shall cite the criteria upon <br /> which the decisions were made. <br /> 5. During the process of recommending properties for <br /> nomination to the NRHP, the commission shall provide <br /> an opportunity for public comments as specified in <br /> Section VI on the NRN process. <br /> IV. PROCESS FOR CERTIFICATION <br /> A. APPLICATION: <br /> A local government may request certification from the HPO <br /> at any time during the year. However, 8rlocal commission <br /> must- have operated actively for at least one year prior <br /> to applying for certification-. The SHPO may waive this <br /> requirement in cases he/she deems necessary. The request <br /> for certification shall include: <br /> 1. A form provided by the HPO and signed by the chief <br /> local elected official containing assurances that <br /> the local government will fulfill all of the <br /> standards for certification outlined above, and the <br /> name, position, address, and telephone number of the <br /> paid staff member responsible for meeting the <br /> requirements of certification. If two of more local <br /> governments wish to rely on the services of the same <br /> commission, .applications and assurance forms shall <br /> be submitted by the chief elected official of each <br /> jurisdiction. <br />
