11 <br /> E. SURVEY OF HISTORIC PROPERTIES <br /> 1. The CLG commission shall begin or continue a process <br /> approved by the HPO to identify historic properties <br /> within its jurisdiction. The survey process and <br /> data must be consistent and compatible with the <br /> comprehensive statewide preservation planning <br /> process and other state, county, regional, and local <br /> planning efforts. <br /> 2. Survey materials shall be: <br /> a. Compatible with North Carolina's statewide <br /> surveys of historic buildings and <br /> archaeological resources. Surveyed properties <br /> shall be recorded using forms provided by the <br /> HPO. The CLG shall submit the photographic <br /> negatives and either original or duplicate <br /> survey files and maps to the HPO for <br /> incorporation ,into the statewide inventory. <br /> b. Accessible to the public, except that access to <br /> location of archaeological sites shall be <br /> restricted pursuant to G.S. 70-18, and the <br /> locations of vacant, endangered, or <br /> deteriorated buildings may be withheld for <br /> their protection. <br /> c. Available to the public through original or <br /> duplicate files at the HPO, or the office of <br /> the local commission. <br /> 3 . After a survey is completed, the commission shall <br /> periodically review the status of its survey of <br /> historic properties. As part of its yearly report, <br /> the commission shall provide the HPO with <br /> information about previously surveyed properties <br /> that have been destroyed, restored, heavily altered, <br /> or moved to new locations. <br /> If an existing survey is outdated or incomplete, or <br /> where new properties of significance have been <br /> overlooked or the passage of time has brought <br /> additional properties into significance, the <br /> commission shall consider conducting a survey <br /> update. Such an update shall be undertaken in <br /> cooperation with the HPO to standards specified in <br /> items 1 and 2 above in this section. (CLG subgrant <br /> monies, when available, may be used for such a <br /> survey update. ) <br /> 4 . In addition to the survey, the CLG shall maintain a <br /> list of the districts and individual properties that <br /> have been designated pursuant to local legislation. <br />
