A local <br /> government can participate directly in this program <br /> when the State Historic Preservation Officer <br /> certifies that the local government has established <br /> its own historic preservation commission and a <br /> program meeting Federal and State standards. <br /> To qualify for CLG certification, a local government <br /> must: <br /> - Maintain a historic preservation commission; <br /> - Survey local historic properties; <br /> - Enforce State or local preservation laws; <br /> - Provide for public participation; and <br /> - Perform other functions delegated or required by <br /> the State, such as the enactment of historic <br /> preservation ordinances or zoning restrictions. <br /> Upon receiving certification as a CLG, a local <br /> government qualifies for the following benefits: <br /> - Special grants from the State Historic <br /> Preservation Office (SHPO) ; <br /> - Local historic historic preservation expertise <br /> recognized by State and Federal agencies; <br /> - Technical assistance and training from the SHPO; <br />
