DESCRIPTION OF PAST & CURRENT ACTIVITIES
<br /> Since the adoption of an ordinance creating the Orange County Historic
<br /> Preservation Commission on April 1, 1991, the following activities have
<br /> been undertaken to identify, protect, and promote the preservation of
<br /> historic districts and properties:
<br /> 1. Recruitment & Appointment of Commission Members - Orange County's
<br /> ordinance established a Historic Preservation Commission comprised of
<br /> seven (7) members. To fill the positions on the Commission, Orange
<br /> County advertised, as it normally does, in newspapers in general
<br /> circulation in the county. In addition, because of the Planning Board's
<br /> involvement in development of the ordinance and knowledge of persons
<br /> with an interest and/or background in historic preservation, potential
<br /> candidates were recommended who resided in the County's jurisdiction. As
<br /> a result, five members were initially appointed to staggered terms on
<br /> May 21, 1991. These five members possessed experience in the following
<br /> areas:
<br /> Architectural Historian/Historic Preservation Consultant
<br /> Historic Preservation Contractor/Consultant
<br /> Archaeologist/UNC Faculty Member
<br /> Historian/Writer
<br /> Landscape Architect [National Register landmark experience]
<br /> The remaining two members were appointed on June 25, 1991, and September
<br /> 22 , 1992 , respectively. While these members might be considered lay
<br /> people in terms of historic preservation experience, one appointee was a
<br /> licensed building contractor, while the other was a farmer/insurance
<br /> agent. Their occupations, as well as their interest in church and/or
<br /> family history, provided valuable experience within the rural context of
<br /> the Commission's work.
<br /> 2. Phase I - Chapel Hill Township Inventory - In January, 1991, Orange
<br /> County applied for a $5, 000 grant to conduct an inventory of historic
<br /> sites and structures in the unincorporated portions of Chapel Hill
<br /> Township. Notice of the grant award was received in May, 1991,
<br /> consultants to conduct the inventory were approved in October, 1991, and
<br /> the inventory project was begun in December, 1991. The County share of
<br /> the project cost includes $5, 000 in matching funds and $5, 000 in in-kind
<br /> services. The project was completed in June, 1992, and, on August 26,
<br /> 1992, a meeting was held with property owners, the Board of
<br /> Commissioners, Planning Board, and Rural Character Study Committee for
<br /> the purpose of presenting the inventory results. A copy of the final
<br /> report is provided as an attachment.
<br /> 3. Phase II - Inventory of Remainder of County - In January, 1992,
<br /> Orange County applied for a $17, 000 grant to conduct an inventory of
<br /> historic sites and structures in the remaining unincorporated portions
<br /> of the county (six townships) . Notice of the grant award was received in
<br /> May, 1992, consultants to conduct the inventory were approved in
<br /> September, 1992 , and the inventory project was begun in October, 1992 .
<br /> The County share of the project cost includes $15, 000 in matching funds
<br /> and $15,000 in in-kind services. The inventory is expected to be
