A member who has withdrawn from a meeting without <br /> being excused by a majority vote of the remaining members present <br /> shall be counted as present for the purpose of determining whether or <br /> not a quorum is present. <br /> 3.5. The Commission may limit the length of a meeting or set a time <br /> for adjournment by a concurring vote of a simple majority of <br /> those members present. <br /> b. The Chair may limit the time each person at a public hearing is <br /> allowed to speak. <br /> 3.7. Open Meetings.
