the ordinary maintenance or repair of any exterior <br /> architectural feature in a historic district or on a landmark <br /> which does not: <br /> 1 . Involve a change in design, materials or outer <br /> appearance thereof; or <br /> 2 . Involve the construction, reconstruction, <br /> alteration, restoration or demolition of any such <br /> feature which the Building Inspector shall certify <br /> is required by the public safety because of an <br /> unsafe or dangerous condition. <br /> Nothing herein shall be construed to prevent the <br /> maintenance of or, in the event of an emergency, the <br /> immediate restoration of any existing above-ground utility <br /> structure without approval by the Commission. <br /> Section 4 . 3 Administrative Approval of Minor Improvements <br /> Minor improvements are defined as those exterior changes <br /> which do not involve substantial alterations , additions or <br /> removals that could impair the integrity of the property <br /> and/or district as a whole. Such minor improvements may be <br /> approved by the Planning and Inspections Department but shall <br /> be limited to those listed in the Commissions "Bylaws and <br /> Rules of Procedure. " All minor improvements applications <br /> approved by the Planning and Inspections Department shall be <br /> forwarded to the Commission in time for its next scheduled <br /> meeting. No application may be denied without the formal <br /> action of the Commission. <br /> Section 4.4 Application for Certificate of Appropriateness <br /> Applications for a Certificate of Appropriateness shall <br /> be obtained from and when completed, filed with the Planning <br /> and Inspections Department. Each application shall be <br /> accompanied by sketches , drawings,--photographs, <br /> specifications , descriptions, and other information of <br /> sufficient detail to clearly show the proposed exterior <br /> alterations, additions, changes or new construction. <br /> Applications which are not complete or do not comply with the <br /> provisions of this ordinance shall not be accepted by the <br /> Planning and Inspections Department but shall be returned to <br /> the applicant with a notation of the deficiencies in the <br /> application. <br /> The Planning and Inspections Department shall, within 30 <br /> days of the receipt of an application, make or cause to be <br /> • ' made an investigation and report on whether the exterior <br /> portion of buildings , structures , and their appurtenant <br />
