2 <br /> Discussions with HPO representatives have indicated <br /> that two counties are expected to submit <br /> applications for new grant funding. Also anticipated <br /> is an additional application to complete a county <br /> inventory currently underway. Because of the cost <br /> associated with these projects, and the limited <br /> amount of funding that will be available for non-CLG <br /> jurisdictions, HPO has suggested that Orange County <br /> consider applying for designation as a CLG. (A <br /> separate agenda abstract addresses procedures for <br /> such designation. ) CLG's generally have completed <br /> their inventories and have more latitude in <br /> terms of funding requests. <br /> The third phase of Orange County's historic <br /> preservation project, and the one for which 1993 <br /> Survey and Planning Grants Funds are being <br /> requested, is to consist of two parts, including the <br /> publication of a county-wide inventory and an <br /> inventory of archaeological sites. Orange County is <br /> to seek the support of municipalities and private <br /> interests in actually publishing the inventory. <br /> According to the HPO, the cost of preparing the <br /> manuscript, including photograph collection, is an <br /> eligible expense of grant funds. A consultant is to <br /> be sought to undertake the archaeological inventory. <br /> Phase III is estimated to cost $35,200, including <br /> $15, 000 in grant funds, $15, 000 in County matching <br /> funds, and $5,200 in in-kind services. It is <br /> estimated that the archaeological survey would cost <br /> approximately $20, 000, excluding in-kind <br /> contributions. Inventory manuscript preparation is <br /> estimated at $10,000. <br /> The fourth phase is to consist of preparing an <br /> Historic Preservation Element as part of the <br /> Comprehensive Plan and preparing nominations for the <br /> National Register of Historic Places. The Planning <br /> Department is to prepare the Historic Preservation <br /> Element. A consultant is to be sought to prepare the <br /> National Register nominations. <br /> At a special meeting on January 13, 1993, the <br /> Historic Preservation Commission voted unanimously <br /> to recommend that the application for CLG funds be <br /> submitted to the SHPO. <br /> RECOMMENDATION: The Administration recommends that the County <br /> Manager be authorized to apply for up to $15,000 <br /> from the CLG Survey and Planning Grant Program. The <br /> amount would be matched by $15, 000 from Orange <br /> County and would be used to conduct an <br /> archaeological inventory and prepare the historic <br /> inventory manuscript. <br />
