owners, the Commission or the Board of Commissioners wishes <br /> to recommend the designation of a historic district or <br /> districts, the Planning and Inspections Department shall make <br /> or cause to be made an investigation and report which <br /> includes the following: <br /> 1 . The names and addresses of the current owners of <br /> property in the proposed district(s ) . <br /> 2 . A map showing the boundaries of the proposed <br /> district(s) . <br /> 3 . Photographs that clearly depict the buildings, <br /> structures, sites, areas or objects included in the <br /> proposed district(s) . <br /> 4 . An assessment of the significance of the buildings , <br /> structures, sites, areas or objects in terms of <br /> their historical, prehistorical, architectural, or <br /> cultural importance. The assessment should include <br /> an architectural or archaeological description, <br /> including the date of construction and any later <br /> alterations . <br /> 5 . Proposed amendment to the Zoning Ordinance and <br /> Zoning Atlas to establish the historic district as <br /> an overlay zoning district. <br /> 6 . Proposed design review principles and guidelines <br /> governing exterior changes to buildings, structures, <br /> and appurtenant features within the historic <br /> district. <br /> Section 2 .3 Initial Consideration of Designation Report by <br /> Commission <br /> Upon completion of the designation report, the. Planning <br /> and Inspection. Department shall submit its findings to the <br /> Commission. Prior to the meeting of the Commission at which <br /> the report will be considered, written notice shall be sent <br /> by certified mail to all affected property owners not less <br /> than seven (7 ) days before the meeting date. Property owners <br /> are those whose names and addresses are currently listed in <br /> the Orange County tax records . <br /> At the meeting, the Commission may accept the <br /> designation report, accept it with amendments, reject it or <br /> recommend it for further study. No historic district shall <br /> be accepted for designation unless it is deemed to be of <br /> • special significance in terms of its historical, <br /> prehistorical, architectural or cultural importance. Such <br />
