Prepare and recommend the official adoption of a <br /> Preservation Element as part of the Comprehensive Plan. <br /> 9 . Recommend to the Board of County Commissioners that <br /> it acquire by any lawful means the fee or any lesser <br /> included interest, including options to purchase, to <br /> properties within established districts or to any such <br /> properties designated as landmarks; to hold, manage, <br /> preserve, restore and improve the same; and to exchange <br /> or dispose of the property by public or private sale, <br /> lease or otherwise, subject to covenants or other <br /> legally binding restrictions which will secure <br /> appropriate rights of public access and promote the <br /> preservation of the property. <br /> Article 2 . Procedures for Establishing Historic Districts <br /> Historic districts , as provided for in this Section, may <br /> be designated, amended or repealed, but not until the <br /> following procedures have been carried out. Where historic <br /> districts are to be designated, they shall be established as <br /> districts which overlay other zoning districts as set forth <br /> in the Orange County Zoning Ordinance. <br /> Section 2 . 1 Inventory Required <br /> As a guide for the identification and evaluation of <br /> historic districts, the Commission shall, at the earliest <br /> possible time and consistent with the resources available to <br /> it, undertake an inventory of properties of historical, <br /> architectural, prehistorical, and cultural significance <br /> within the unincorporated portions of Orange County. <br /> Following completion of the inventory, the Commission <br /> shall submit a copy of the inventory as expeditiously as <br /> possible to the Division of Archives and History. The <br /> Commission shall also notify each property owner of the <br /> significance of his/her property and/or the structures <br /> located thereon.
