3 <br /> C <br /> SOLID WASTE GOALS - Y ' / <br /> SECTION ONE - INTEGRATED WASTE MANAGEMENT PLANNING <br /> Goal 1 : To plan for and implement solid waste management systems <br /> involving an integrated mixture of program components giving <br /> priority to waste reduction. The systems should function so as to <br /> handle solid waste in the most efficient way possible and in a <br /> manner which is appropriate in terms of environment, public health, <br /> cost and resource conservation. A process of evaluation for <br /> efficiency, cost effectiveness, resource conservation, <br /> environmental protection and public health will be established. <br /> Goal 2 : To develop cooperative strategies to manage the waste <br /> within a region where appropriate and consistent with local waste <br /> reduction and cost effectiveness strategies, and that minimizes <br /> environmental health hazards, conserves natural resources and <br /> energy, and minimizes total costs. <br /> Goal 3 : To develop, where necessary or efficient, new <br /> institutional relationships To better define the relationships of <br /> the governing bodies of Orange County in order to plan, coordinate, <br /> implement, and regulate the programs and systems needed for <br /> effective solid waste management.. <br /> Goal 4 : To effectively involve the public, through public <br /> hearings, appropriate Town committees, and other means, in <br /> integrated solid waste management planning and program development <br /> by including the public and addressing public concerns and values <br /> at each stage of the decision making process. <br /> SECTION TWO - UTILIZING WASTE STREAM CHARACTERIZATION DATA <br /> Goal 5 : To gather useful, accurate and appropriate data on the <br /> amount and nature of the waste stream as needed to assist in the <br /> planning of solid waste management programs and facilities . <br /> SECTION THREE - COLLECTION, TRANSFER, AND DISPOSAL OF WASTE <br /> Goal 6 : To ensure the provision of reasonably convenient, cost- <br /> effective, and sanitary waste collection service to all residents, <br /> businesses, and industry in North Carolina Chapel Hill, preferably <br /> regular household collection from all residential . customers, <br /> household collection or access, to staffed convenience centers <br /> provided to all rural , customers; and adequate collection <br /> arrangements available to all: local businesses and industry. <br /> Goal 7 : To evaluate the potential for improved waste management <br /> through incorporating transfer stations into the integrated waste <br /> management system where appropriate investigating and comparing <br /> source separation with collection and disposal technologies using <br /> efficiency, cost, resource conservation, protection of the <br /> environment and public health as the evaluation criteria. <br />
