ASSOCIATION OF COUNTY COMMISSIONERS <br /> information Alert December 4, 1992 <br /> This Managers Memo addresses the following subjects: <br /> 1. School Facilities Needs Update Due in January <br /> (Contact: Ed Regan) <br /> 2. Workshop on Free Trade Agreement <br /> (Contact: Ed Regan) <br /> 1. - School Facilities_Needs Update Due in January <br /> In July, the Department of Public Instruction sent to each local board of education background <br /> materials for updating the long-range (10-year) school facilities needs plan. State law requires <br /> that these plans be updated by local boards of education every five years. We sent a copy of <br /> these background materials to all county managers on August 27 (See Managers Memo #15-92). <br /> We have received several inquiries from county commissioners regarding the section in the long <br /> range plan for official approval by the board of county commissioners. Commissioners wanted <br /> to know whether or not official approval by the county board was required before the plans are <br /> submitted to the state Department of Public Instruction by January 1. <br /> The law (G.S. 115C-521(a)) does not require that the long-range plan be approved by the board <br /> of county commissioners. Therefore, if your board has questions about the update as presented <br /> by your board(s) of education, you can authorize submission of the document to DPI without <br /> official approval by the commissioners. In such cases, it may be helpful to send a written <br /> summary of comments and questions raised by the board of county commissioners along with <br /> the update. <br /> 2. Workshops on Free Trade Agreements: Impact on the Carolinas (January 29-30, <br /> 1993). <br /> Please find enclosed a brochure and registration from for the above referenced workshop. This <br /> session is being sponsored by the School of Public Health at UNC-CH.
