BACKGROUND: North Carolina General Statutes 115C-521 require all school systems in the State to update long-range capital facility needs plans by January 1, 1993. The Department of Public Instruction has indicated to school systems that their long-range plans should be reviewed and approved by their Boards of County Commissioners. The Association of County Commissioners has pointed out that the law does not require this, however. The Association notes that. Boards of County Commissioners that have questions about the plans presented by their Boards of Education may transmit the school plans without formal Commissioners' approval, and suggests that Commissioners' comments in such cases be transmitted as attachments to the updates. County staff have reviewed the plans of the two school systems and have found no significant differences in long-range needs from those that have been previously identified by the schools. In that the updates cover the period through 2002-2003, there is more detail about certain projects that might be undertaken in years beyond the period covered by the current 1992-97 Capital Improvement Plan. RECOMMENDATION: The Manager recommends that the Board approve the long-range facilities plans prepared by the Orange County Schools and the Chapel Hill-Carrboro City Schools.
