The Department of Public Instruction has <br /> indicated to school systems that their long-range plans should be <br /> reviewed and approved by their Boards of County Commissioners. The <br /> Association of County Commissioners has pointed out that the law does <br /> not require this, however. The Association notes that. Boards of County <br /> Commissioners that have questions about the plans presented by their <br /> Boards of Education may transmit the school plans without formal <br /> Commissioners' approval, and suggests that Commissioners' comments in <br /> such cases be transmitted as attachments to the updates. <br /> County staff have reviewed the plans of the two school systems and have <br /> found no significant differences in long-range needs from those that <br /> have been previously identified by the schools. In that the updates <br /> cover the period through 2002-2003, there is more detail about certain <br /> projects that might be undertaken in years beyond the period covered by <br /> the current 1992-97 Capital Improvement Plan. <br /> RECOMMENDATION: The Manager recommends that the Board approve the <br /> long-range facilities plans prepared by the Orange County Schools and <br /> the Chapel Hill-Carrboro City Schools. <br />
