47 <br /> FINDING OF NO SIGNIFICANT IMPACT <br /> It has been determined that such request for release of funds will not constitute an <br /> action significantly affecting the quality of the human environment and accordingly <br /> Orange County has decided not to prepare an Environmental Impact Statement <br /> under the National Environmental Policy Act of 1969 (PL 91-190). The reasons for <br /> such decision not to prepare such Statements are as follows: <br /> 1. The findings of the Environmental Review indicate that the adverse impacts <br /> to human and natural environment are not significant and can be minimized <br /> by appropriate safeguards. <br /> 2. The proposed Housing Development project will improve the community <br /> conditions and provide much needed additional rental housing stock. <br /> 3. No negative comments were received from the statutory and related agencies. <br /> An Environmental Review Record respecting the within project has been made by <br /> Orange County which documents the environmental review of the project and more <br /> fully sets forth the reasons why such Statement is not required. This Environmental <br /> Review Record is on file at the above address and is available for public <br /> examination and copying upon request at Room A-25 between the hours of 8:00 am <br /> and 5:00 pm. <br /> No further environmental review of such project is proposed to be conducted prior <br /> to the request for release of Federal funds. <br /> PUBUC COMMENTS ON FINDINGS <br /> Al! interested agencies, groups and persons disagreeing with this decision are <br /> invited to submit written comments for consideration by Orange County to the <br /> Orange County Housing and Community Development Department, 300 West Tryon <br /> Street, P.C. Box 8181, Hillsborough, NC 27278. Such written comments should be <br /> received at the address specified on or before January 25, 1993. All such comments <br /> so received will be considered and Orange County will not request the release of <br /> Federal funds or take any administrative action on the within project prior to the <br /> date specified in the preceding sentence. <br /> RELEASE OF FUNDS <br /> Orange County will undertake the project described above with Block Grant funds <br /> from the North Carolina Division of Community Assistance under Title I of the <br /> Housing and Community Development Act of 1974. Orange County is certifying to <br /> DCA that Moses Carey, Jr., in his official capacity as Chair of the Orange County <br /> Board of Commissioners consent to accept the jurisdiction of the Federal courts if <br /> an action is brought to enforce responsibilities in relation to environmental reviews, <br />
