Fikes <br /> Environmental Review Record <br /> Request for Release of Funds <br /> Combined Notice TELEPHONE NUMBER- <br /> Hillsborough - 732-8181 <br /> Chapel Hill - 968-4501 <br /> Mebane - 227-2031 <br /> Durham - 688-7331 <br /> PURPOSE: To authorize execution of the Environmental Review Record <br /> for the Whitted Forest Housing Development CDBG Program and <br /> the Request for Release of Funds form and authorize <br /> publication of a Combined Notice to the Public of No <br /> Significant Impact on the Environment and Request for <br /> Release of Funds. <br /> BACKGROUND: The N.C. Department of Economic and Community Development <br /> (DECD) requires that an environmental assessment be <br /> conducted in each Housing Development project area prior to <br /> releasing grant funds. This assessment is done to <br /> determine whether CDBG activities will have a significant <br /> impact in the project area. <br /> County staff has conducted this assessment and determined <br /> that proposed housing activities would have no. significant <br /> environmental impact on the community. The findings of this <br /> assessment is recorded in the attached Environmental Review <br /> Record (ERR) . This document must be approved by the Board <br /> and executed by the Chief Elected Official before <br /> submission to DECD. <br /> Additionally, the County is required to advertise at least <br /> once in a newspaper of general circulation a Notice to the <br /> Public of No Significant Impact on the Environment and <br /> Request for Release of Funds. The notice .attached, in a <br /> format prescribed by DECD will accomplish this task. Upon <br /> approval, this notice will be published on or about <br /> January 7, 1993 in the Durham Morning Herald. The public <br /> will have a 15 day comment period to review the ERR. <br /> RECOMMENDATION(S) : <br /> The Manager recommends: <br /> 1. Approve the ERR and the Request for Release of <br /> Funds and authorize the Chair to sign the documents on <br /> behalf of the Board. <br /> 2. Authorize the publication of a Combined Notice to the <br /> Public of No Significant Impact on the Environment and <br /> Request for Release of Funds in the Durham Morning <br /> Herald on or about January 7, 1993. <br />
